Module Description: This module will enable the student to appraise the means of achieving better value on a construction project be that at the design/feasibility stage (precontract) or while being constructed on site (post-contract).
Learning Outcomes
On successful completion of this module the learner will be able to:
LO1 Examine the cost implications of development land use and its associated planning and zoning implications.
LO2 Investigate the benefits of Cost Benefit Analysis (CBA) and its application in the construction sector.
LO3 Examine cost controlling techniques used on government and private sector construction projects from preliminary estimate to detailed cost plan.
LO4 Appraise and classify the client and contractor perspective on commerical considerations of a building contract up to and including the final account whilst ensuring that ethical codes of conduct are implemented.
LO5 Critically examine loss and expense claims and analyse the financial implications on the final account process.

Indicative Content
Planning
Land use, zoning, planning, county development plan and material changes to it.
Cost Benefit Analysis
Evaluate public capital expenditure in order to achieve optimum return. The benefits of using Public Private Partnership (PPP) for some types of developments.
Cost Planning
Using the Capital Management Framework for Public Works Contract for cost planning of preliminary estimates to cost plans. The use of cost analysis in controlling costs.
Post Contract Financial Considerations
Preliminary items, dayworks, variations, financial statements and cost value reconcilation statements.
Loss and Expense Claims
Grounds for claims, extension of time, client and contractor financial perspective.
